After various experiments -
Basically, the first 1000 guests don't need a hotel, then you'll need one hotel for every 1500 guests above this, and there's no penalty for going about 8-10% over capacity.
As an example - if you have 14000 guests, the first 1000 are free, then we need 8 hotels to take this total up to 13000, then you have a grace of about 8% allowing 14000 guests without overcrowding. BigCalm (talk) 09:54, July 4, 2020 (UTC)
